Description: 5 feb 10 - received a complaint about a vehicle without a current tag parkend in the driveway of 310 jayne ellen way. investigated and observed vehicle, verified the tag was missing, and left a hang tag for the owner to call me. 5 feb 10 - the owner of the vehicle, brandon hess, left a voice message on my office phone stating he was in the process of obtaining the title to the vehicle so that he could obtain a tag. he said it would take about 11 days. i considered 11 days a valid time limit. 11 feb 10- the complainant, beverly iffland, call for a progress update. i explained the owner of the vehicle said it would take about 11 days to get a title and tag. she maintained that he would not be able to do that and that it's an ongoing problem and action should be taken immediately by issuing a citation. i told her that i would be out of town on 12 and 14 feb, but would re-inspect the property on tuesday, 16 feb. if the vehicle did not have a current license plate or was moved into the garage i would issue a notice of violation. she seemed to understand my stated course of action. 12 feb 10 - i contacted the vehicle owner by phone to stress the importance of taking action by the deadline and that i would re-inspect on monday, 15 feb 10. 15 feb 10 - i re-inspected the property. the vehicle was not visible in the driveway or on the propety. the property is in compliance.

Description: 20 april 10 -property appears vacant. all doors and windows appear secure, there are personal items visible through the windows, the vehicle in the driveway has an expired tag, the boat trailer in the driveway has an expired tag, and the grass and weeds are over 12 inches high. i left a yellow tag notice to have the owner call me. i also spoke to a neighbor who said the home owner is often out of town. 29 april 10 - the grass has been cut, the vehicle and boat remain. 19 may 10 - the grass and weeds are again over 12 inches, the vehicle and the boat and trailer are still in the driveway with expired tags. 3 june 10 - issued nov to address - 13 jun 2010 deadline for compliance. 23 june 10 - received certified return receipt signed by homeowner on 16 june 10 - 3 days after the deadline. issue summons if property is not in compliance by 6 july 10. 9 july 10 - re-inspected property. property is not in compliance. issued summons to the 22 july 10 code enforcement board. 12 july 10 - re-inspected the property. the neighbor was in the process of cutting the grass and weeds. the vehicle with an expired license plate, boat, and boat trailer were still in the driveway. the neighbor said he was cutting the grass to imporve the appearance of the neighborhood and not because the property owner had asked him to. the neighbor stated he did not know where the property owner was, but that he believed he was in florida. 13 july 10 - spoke to mr. vorperian. he lives in florida, but said he will bring the property into compliance. 20 july 10 - re-inspected the property. all violations had been corrected and the property is in compliance.

Description: This case involves a vacant house at 1540 rucker road, and is a perfect example of the issues code enforcement deals with on vacant property. this house has been vacant for at least two years. in the past, the grass had been maintained, usually after a hang tag was left at the door. however, this spring, the owner of the property stopped maintaining the yard. 4/25/11, left hang tag at front door for high weeds. 5/2/11, left notice of violation at front door, in the name of marguerite cox, the owner of record per the fulton county tax assessor's web site. ms. cox's mailing address was the property address. deadline of may 9 for compliance. 5/3/11, i tried to confirm that marguerite cox was still the owner of this property. a deed search through the clerk of courts web site identified a christian singh as the owner of the property. i found two addresses for mr. singh, and i sent letters to both addresses, one in dacula and one in suwanee, informing him that a notice of violation had been posted at the front door of the house for high weeds. one letter was returned by the post office. no response was received. 5/10/11, re-inspected the property and found a notice from bac field services had been posted on the property on 5/5. bac field services is the arm of bank of america that handles foreclosed properties. i contacted bac by phone (their offices are in california), they indicated that the grass would be cut shortly. 5/23/11, re-inspected the property, found no action had been taken. i again contacted bac field services by phone. they informed me that their vendor would have the grass cut by 5/27. 6/2/11, re-inspected the property, found no action taken. sent a notice of violation to the simi valley california address provided by bac field services. deadline for compliance was 6/11. 6/15/11, a summons to appear was mailed to the simi valley address. since bac field services does not have a local office, a copy of the summons was delivered to the bank of america branch on windward parkway. i immediately received telephone calls and e-mails from the local corporate security department and a supervisor from bac field services in california. i was informed that the grass would be cut on friday, june 17. 6/20/11, i re-inspected the property and found that the grass in the front yard, and half the rear yard, had been cut. i sent a photo of the uncut portion of the rear yard to the bac field services supervisor, requesting a time frame for the completion of the work. 6/23/11, presented case to code enforcement board. bac found guilty, fined $50 per day for every day after july 1 that the property remained out of compliance. 7/20/11, property in compliance, bac notified of $950 fine for 19 days out of compliance.
