Description: Description of complaint: a retention pond located in the front of the property was filled with water (by a hose) so that a decorative fountain could be put into use. the property is designed to use that area in the front as one of two retention ponds, with a small lake in the back also in use as a primary retention area. several years ago, this pond was filled through a temporary pipe system that connected the back retention area to the front, meaning it simply moved collected water. however, that system has been completely inoperable for years, and the front retention pond would only collect water just after major rain events. following storms we had march 17, the retention area was about a quarter full, but would usually drain out within a couple days. however, as of march 21, with no additional precipitation, the pond was completely full, and a fountain was now running. the pond was filled using potable water, from a hose connection, and is enough water to fill at least two swimming pools. the pond will likely start to drain itself over the weekend, meaning the likelihood that the pond will be refilled once again for aesthetic purposes. i am not aware of what ordinances might restrict filling a retention pond with something other than rain runoff (as is its intended use), but that can only increase flood concerns in that community and surrounding properties. also, swiftmud has issued water restrictions, and i believe using water for this purpose is restricted under those guidelines. submitter's contact preference: i wish to remain anonymous.
