Description: 10/17/12, received an anonymous letter regarding violations at 102 burnett way. visited the property and found a brush pile in the front yard, a wooden fence missing a gate panel, and a dilapidated swimming pool without a liner in the rear yard. sent a notice of violation the same day to property owner jason wise. deadline for removal of rodent harborage and fence repair was october 31. deadline for covering or demolishing the swimming pool was november 30. 12/4/12, after having no contact with the property owner, i re-inspected the property with code enforcement board member fred smith. we found the brush pile had been removed, but the wooden fence and dilapidated swimming pool had not been corrected. 1/3/12, with still no contact from the property owner, i re-inspected the property, found no change. a summons was sent to property owner jason wise. 1/24/13, i visited the property this morning, and found no change. property owners found guilty, given until 2/5/13 to bring fence into compliance. deadline of 5/15/13 given for pool to be brought into compliance. 2/4/13, visited the property this morning, found new fence panels installed, fence now in compliance.

Description: 4/13/12, in response to a complaint, city arborist david shostak and i visited the property. the arborist found a large tree located next to the driveway had been struck by lightning, and also found a dying pine tree in the front yard. a letter was sent to the property owner, tammie vazquez, informing her that both trees needed to be taken down and disposed of. 5/2/12, the arborist received an e-mail from ms. vazquez, stating that she was interviewing tree removal companies, and that it would take several weeks for the tree company to coordinate with georgia power to have the trees taken down. 5/31/12, a tree removal permit was issued to ms. vazquez. the work to bring the trees down began the next day, however, the tree debris was not removed from the property by the tree company. the tree debris was left in the front yard and along the driveway. throughout the summer, ms. vazquez was contacted regarding the removal of the tree debris. her response was that she did not have the funds to have the debris removed. i verified that a foreclosure notice was filed by her lender on june 5, which was her fifth foreclosure notice in the last two years. 9/24/12, the arborist posted a notice of violation on the front door of the property for failure to remove the tree debris from the property. a copy was also sent to ms. vazquez via e-mail. deadline for the debris removal was october 1. 10/2/12, paul ivey and james drinkard visited the property to view the front yard. ms. vazquez's next door neighbor, bret arnold, invited mr ivey and mr drinkard to view ms. vazquez's rear yard from his property. at that time, mr ivey made note of three further violations: grass and weeds above 12 inches in height, a portion of a wood fence damaged by a fallen tree, and a wire fence which was not compliant with the ordinance regarding swimming pool enclosures. photos were taken by mr ivey and passed along to me for action. 10/3/12, the arborist posted a summons to appear on the front door of the property for failure to bring the property into compliance by october 1. a copy of the summons was also sent to ms. vazquez via e-mail. 10/5/12, a notice of violation was mailed to ms. vazquez to cover the violations noted by mr. ivey. a deadline of october 15 was set to have the grass cut, the wood fence repaired, and a code compliant barrier erected around the swimming pool. 10/16/12, a summons was sent to ms. vazquez for failure to bring the rear yard into compliance. 10/25/12, re-inspected the property prior to the code enforcement board hearing, and found the property to be out of compliance. the code enforcement board tabled the case until the november meeting, to give a volunteer group an opportunity to remove the tree debris from the front yard. on that date, i also received another complaint from bret arnold regarding unfiltered water in the swimming pool. 10/27/12, tree debris removed from front yard; front yard now in compliance. high grass and fence issues remain unresolved in rear yard. officer schroeder met ms. vazquez at property, she indicated to officer schroeder that she would clean the pool, and would investigate the installation of a chain link fence barrier around the pool, as opposed to a fence on the property line. 11/14/12, re-inspection of the property revealed that the grass in the rear yard had been cut. later that afternoon, i recieved a copy of an e-mail that ms. vazquez sent to kathi cook, informing us that her house was back in foreclosure, and that she would be vacating the house prior to the sale on the courthouse steps scheduled for december 4, 2012. she was profuse in her thanks for helping her with the tree debris in the front yard, but that she was so underwater with her mortgage that the house could not be sold, so she would not be fighting the foreclosure action. after december 4, i will contact the lender regarding bringing this property into compliance.
