Description: Resident built an 81" high structure to enclose his back yard. this structure is a combination of a 33" brick retaining wall at the bottom and then on top rest 9 4x8 panels,3" wide made of unknown material.the length of the wall is 72'.there is an alley and a wash behind the property. during construction,any and all natural vegetation was razed and dumped into the wash,including vegetation on the border of the wash that was clearly not on subjects property but rather the city's right of way. the wash has been altered by this action. they are using the 4x8 panels as a retaining wall since they are moving massive amounts of dirt all around the property to level and elevate it. all of this work was done over a 2 week period ending 10-21-2013.
