Description: Palomar drice lot split project description: this is a proposal to amend the mountain empire subregional plan (campo/ lake morena) for approximately 2160 acres. the project site is currently subject to the (18) multiple rural use land use designation (1 du/ 4, 8 and 20 acres) and the project proposes to change this designation to (21) specific plan area with an overall density designator of (.213). this results in a potential yield of 460 dwelling units. policies intended to guide the development of the project site are proposed to be added to the mountain empire subregional plan. these include provisions for 14.4-acres of commercial use (maximum 233,046 sq. ft.); a 19-acre community park; a commercial recreational vehicle park; an equestrian facility, a system of multi-use trails, a helipad, water treatment facility and a wastewater treatment facility with a system for reuse of the treated water. approximately 75% of the project site will be preserved in some form of open space. as required by the (21) specific plan area land use designation, the project proposes a specific plan that details the uses allowed within the project area, the location of the uses and the specific land use regulations that pertain to each use. the specified plan also sets forth the methods of plan implementation, financing and phasing. infrastructure required to accommodate the build-out requirements for the specific plan is also identified. there are 420 residential units proposed as part of the village and village center areas. 40 equestrian estate lots are also proposed within the centrally located valley where the existing cattle ranch is situated. the area where equestrian lots are located will also include a 7.1-acre area reserve for quest lodging (overnight facilities) and meeting rooms. a rezone is proposed in accordance with the proposed specific plan that will change the existing s92 general rural use regulations to s88 specific planning area. development regulations are also proposed to be changed to reflect the various proposed commercial, residential and civic (park) uses. design special area regulations will be required for the 14.4-acre village commercial area. a tentative subdivision map is proposed to subdivide the 2160.1 acres into the 460 single-family residential lots with other lots as required to accommodate the proposed commercial, civic and open space uses. additional use permits will be required for the water treatment plant, wastewater treatment plant, recreational vehicle park, equestrian center and helipad. proposed off-site improvement include the following: there is a secondary access road that would connect the ranch estates area directly eastward to sr-94 and pass through an area that is outside of the project boundaries. this off-site area is comprised of rural residential uses. connection to existing gas and electric services is expected to require some minor off-site improvements.
