Description: From: al wagner [mailto:[email protected]] sent: sunday, april 21, 2013 7:21 pm to: cityinfo subject: illegal buildings hello, i have been questioning this illegal building for a few months now. the address is 4352 cowell road. this person built an illegal automotive repair shop (1,200 sq. ft.) as well as offices. i know this has all been done without permits. i notified the tax department about this illegal building, they told me it needs to be abated. can you please take a serious look at this, it is illegal and it should not be there. if you don't want to open this attachment of a picture of the property, just google 4352 cowell road concord and notice the different buildings on the property. the only building on the tax role is the house in front of 1,196 sq. ft. all the rest was done with out permits probably 10 years ago. thank you in advance for following up with this. from: al wagner [mailto:[email protected]] sent: monday, april 22, 2013 5:38 pm to: cityinfo subject: unpermitted auto repair business in concord good morning, i am the west coast safety and quality manager for intren, located in concord 1045 detroit avenue. i want to bring something to your attention. i know of an illegal building/business/auto repair facility operating at 4352 cowell road in concord. if you do not want to open this attachement, google earth 4352 cowell road, concord. the building on the right is a 1,196 sq. ft. home. the other buildings are all unpermitted including the automotive repair garage and the associated offices. totaling almost 1,300 sq. ft. i know this is building was built entirely without any permits. the owner told me he was fed up with concord zoning/planning department and he built the structures without any permits. i am familiar with nfpa requirements and hazardous waste regulations, this business is not in compliance. the roof of the repair garage is actually located against a fence with no set backs, and hanging over to drain on a right of way. the property size looks to be at least .8 acre or maybe more, it may require a swppp. there is no fire supression system in this auto repair facility, and i question their hazardous waste collection system. who was dot trained for shipping, what is the epa number? etc........... this peson, ricky mercado that is running the business, employs at least two mechanics full time. i do not believe there is any workers compensation insurance for any of his people. since i know the building is non compliant, i can only assume that he is not compliant with his business practices. i know that he has people performing brake work on potentially asbestos containing parts (routinely) and he has no respirator protection policy. this on site automotive repair business is not in compliance with his business license, so it concerns me that he may not be compliant with anything else. i have informed the contra costa tax professionals concerning the existence of the additions to the property, and why have they been left off the tax assessment for the last 10 years? will you please look into this situation and give me some feedback? thank you in advance for your help in this matter, al wagner safety and quality manager intren 925-421-9092 [email protected]
