Description: Sd county dpw/cip paa 09-006 general plan amendment authorizationlinked cases: permit difficulty:specific plan area:description: roadway work involves several parcel numbersdpw-esu (environmental) nelson olivas, esther daigneault, molly muettgerodtdpw manager:dplu manager: gail wrightdpw trust:kronos account: 09-0117207; kronos # pwr-00563proposed plan amendmentdye road (sa 300) is located in the ramona community planning area of the unincorporated part of san diego county. dye road extends easterly from sr 67 where it terminates at ramona street. the project location can be found on thomas brother guide page 1172 f3/g3. the extension of dye road will begin approximately 1.8 miles east from the existing intersection of dye road and hwy 67.the project is a proposed amendment to the circulation element of the county of san diego general plan. this amendment proposes to connect dye road to san vicente road at the current intersection with warnock drive, rather than the currently proposed connection approximately 2,200 feet south of warnock drive (figure 3). the proposed alignment of dye road would be shifted to the north and would eliminate a new signalized intersection with san vicente road. the existing circulation element classifies the proposed extension of dye road as a major road, which allows for 98 feet of right-of-way and is designed to accommodate 33,400 average daily trips (adt) at level of service (los) d. the proposed project would construct dye road to the classification of a community collector with intermittent turn lane at the intersections per the proposed mobility element of the general plan update. the proposed 1.3-mile long extension of dye road would be comprised of 70-feet of road right-of-way at the intersections that includes: " two 13-foot travel lanes, " two 5-foot bike lanes," one 10-foot pathway dg pathway" one 10-foot graded parkway and; " one 14-foot intermittent left turn lane at the intersections there will be 56 feet of road right of on the rest of the remaining segments.the proposed alignment is consistent with the proposed mobility element of the gp update because it will terminate at the signalized intersection with san vicente road and follows the alignment shown on the gp update maps. the alignment of dye road as shown in the existing circulation element would require removal of multiple structures. in addition, this alignment would add an intersection to san vicente road. the proposed alignment is preferred because it would reduce the amount of structures to be removed and would utilize an existing intersection at warnock drive and san vicente road, thereby maintaining better traffic flow on san vicente. an environmental impact report is being prepared for this project. an eir is necessary due to the level of controversy for this project. the nop was circulated for 30 days beginning on april 2, 2009 and ended on may 4, 2009. the county held a public scoping meeting on april 15, 2009 the ramona community planning group voted on may 9, 2009 to support the project. 11 comments were received during public review. in june 2009 the ramona planning group asked to reduce the width of the road. the county agreed to reduce the footprint form 98 feet to 70 feet at the intersections and 56 feet along all other segments. the county of san diego department of publics works would like to pursue this paa/gpa prior to the approval of the general plan update schedule for fall 2010. the gpa is necessary in order to keep the project on schedule. construction is scheduled to begin in 2011 and be completed in 2012. an eir for the current project alignment cannot be circulated until the general plan update is approved because it is inconsistent with the existing general plan. if the county were to hold off on the eir until the general plan update is approved, it could result in a 12 month project delay. the certified eir is needed to begin the right of acquisition process. the schedule for cons
