Description: Site visit to lakeside hall on 3/27/09, (ft ritchie) in attendance: bill hofmann, copt; mike gehr, bmgm architects; brennan garrett, frank quillen & ramiro ramos, wc permits & inspections. we were invited at the request of bill hofmann, who has a plan to turn lakeside hall (former officers club) into a restaurant. a catering company has worked out of the kitchen for years we were told. bill wanted us to look at the building to determine if there were any "show stoppers." the building is a circa 1920's stone building that is historic. the first floor has a commercial kitchen, a bar, a dining room, several meeting rooms, and bathrooms that are not accessible. a second story has a large balcony overlooking the main dining room, and numerous meeting rooms, bathrooms and living quarters. an accessible ramp exists at the front of the building for egress that is close to meeting the requirements for an accessible ramp. the building is also sprinklered. bill realizes that ada compliant bathrooms will be required. bill plans to lease the first floor only for a restaurant business at this time. steve blevens, sfm's office, had previously looked at the building and made the following comments. a step up (4.5") from the reception area to the main dining room needs a ramp. steve also said that smoke doors will be needed for the second floor. in addition, upgrades to the alarm system may be required. our walk through generated the following comments: the ramp that is used for the accessible entrance has a short landing at the bottom of the ramp. the landing needs to be 60". rise and run looked good. a van accessible parking space will be required. signage for the accessible parking space needs to say "van accessible" and be 7' high. the porch of the building had been enclosed years ago and the floor of the waiting/reception area (formerly the porch) is 4.5" lower than the floor elevation of the rest of the first floor. three sets of double doors enter into the dining room from the reception area. level landings will be required at the doors or the doors will need to be removed. a large deck off the back of the building overlooks the lower lake. steps off the deck access a dock that will be removed. the second floor had a couple of elevation steps that would prevent accessible travel, ceiling height issues in some places and low hanging pipes everywhere as part of the sprinkler system. interior stairways are not enclosed. the guardrail at the balcony is 31.5" high and does not comply with openings less than 4". owner will have to design the work to satisfy the historic review. none of the bathrooms on the second floor were accessible. several sleeping rooms and an efficiency apartment were used to accomodate guests. before the second floor could be used for any purpose, the following items need to be addressed. the second floor exterior exit stair was discussed to potentialy provide the second required means of egress from the second floor. the existing second floor exterior exit stair needs to be modified to comply with the 2006 ibc. the overhead electrical wires in close proximity to the stair need to be removed from the landing area. graspable handrails are required on both sides of the stair and the guardrail system at the top landing needs modification. in addition, an egress corridor to the existing exterior exit stair will be required on the second floor. the basement area included a bar, several meeting rooms, a large adaptable bathroom and a boiler room. egress from the basement directly to the outside via a door under the deck. bill has no plans to use the basement or the second floor for the restaurant business.
